Kings County Trails Vision and Strategic Plan - As many of you know, EDM - Environmental Planning and Design and SageHouse, in association with Kings County Trails Committee, have been working on a Vision and Strategic Plan for Trails in Kings County. The draft Vision and Strategic Plan defines a philosophy that will guide future management decisions regarding trail development within the Municipality. For those interested in reviewing the draft plan, a PDF version has been included. The maps are too large to include, but if you would like to see them in advance of the open house, email me and I can forward them to you.

To get input, the Trails Committee is hosting two Open House events to present the draft Vision and Strategic Plan and the associated draft maps. The Open Houses will run from 3:00 pm to 9:00 pm at the following locations: Wednesday, June 17th Kingston Fire Hall, 570 Sparky St. Kingston, NS or Monday, June 22nd Port Williams Community Centre (Multi Purpose Room), 1049 Hwy. 358 Port Williams, NS. Charitable Donations - Princess Coldbrook 2008CCA Donates to Princess Coldbrook -
Princess Coldbrook 2008, Brittany Archer, has received a $250.00 donation from the Coldbrook Community Association (CCA). The presentation was made on May 2, 2008 by CCA Director Linda Affleck.

During the past year the CCA donated $667.00 to the Berwick Appledome (This completes our $1000.00 donation), $200.00 to the Friends of the Cornwallis River, $200.00 to the Friends of the Kentville Library Society (for a new library) and $100.00 to the Coldbrook Apple Valley Seniors Club.

Multi Unit Development Policies - Kings County Council voted on March 6 to change the Municipal Planning Strategy to allow multi unit residential development in low density zones in the Coldbrook growth centre to proceed by development agreement. The board of directors of the CCA regrets to inform the community that the motion of reconsideration regarding this change, as put forward by Councilor Chris Parker, was defeated on April 3. Councilors Parker, Janet Newton, Wayne Atwater, Madonna Spinazola and Ted Palmer voted in favour of the reconsideration motion - all other councilors opposed the motion, therefore the motion was defeated. We would like to thank Councilor Parker for bringing forth the motion on behalf of Coldbrook. The CCA board will consult with the community to see if they wish to pursue this issue in court, as suggested by a number of residents. On the advice of Hon. David Morse, MLA, Kings South, the board of the CCA wrote to Council requesting that a Coldbrook Area Advisory Committee be established to act as a liaison to discuss planning and community development with Kings County Council. To date there has been no reply.

Secondary Planning Strategy - On a motion put forth by Councilor Barry Peterson on April 3, it was agreed by Kings County Council to grant a 6-month extension for the CCA to review the Secondary Planning Strategy (SPS). This is an extension only and there are no guarantees that Kings County Council will accept any or all proposed amendments to the SPS by the CCA committee.

Recreation Committee - The CCA is looking for community members to set up a subcommittee to look after the parks in Coldbrook. It would be ideal if people from each area with park land could come forward to help manage these parks. The CCA will then work with the County to apply for grants, etc. for up keep and improvements to Coldbrook's parks and green spaces. We need residents to become involved in the management of these areas. If you are interested or concerned about the park in your area, please come to the June 27 CCA meeting for more information on what we need to proceed with this project.

A number of issues continue to be a concern to Coldbrook residents and must be addressed in the months ahead. These include:

  • Traffic volume, and the need for more sidewalks, crosswalks and traffic lights;
  • The amount of aggregate in Coldbrook and its impact on environment/quality of life;
  • Reestablishment of a recreation committee as a component of the CCA, to repair and upgrade the parks and playgrounds to ensure the safety of our children; and
  • Use of ATVs and dirt bikes on local trails and roads.

Princess Coldbrook 2007, Kelly Moores, has received a $250.00 donation from the Coldbrook Community Association (CCA). The presentation was made on May 6, 2007 by CCA Director of Public Relations, Ron Lightburn, in memory of Edie Fairclough.

Coldbrook Community Association is Hosting a Public Meeting to Vote on a Parks and Recreation 2008 Area Rate -

  • Agenda: Discussion and motion to set a 2008 Parks and Recreation Rate of $20.00 per assessed residential property. A vote will be taken by a show of hands.

Coldbrook residents in the following areas are encouraged to attend: All of the Coldbrook Growth Centre plus those on South Bishop Road between Highway 1 and Highway 101, those in the Lovett Park Subdivision, the Red Pine Subdivision and in the Twin Oaks Subdivision to the western end of Loretta Ave. .



Yard Sale

Yard Sale

For the past three years the CCA has held a yard sale at Scotian Gold, with goods kindly donated by residents of Kings County. The success of these sales has also been due to the participation of the volunteers who organize and set up tables, as well as the good people at Scotian Gold who graciously allow the use of their parking lot.

Proceeds from these sales allow the CCA to put money back into the community for good causes. Our next yard sale will be held June 17, 9 am - 3 pm at Scotian Gold. Donate your spring clean-up goods and help your community! The sale will include plants and baked goods, and as always there will be a wood raffle, live music, a BBQ and refreshments. We need donations of baked goods, so please contact Les Gilholme at 678-8486 if you can help. A limited number of tables will be available to rent for $10.00 each. To arrange pick up of your donations, or to rent a table, please contact Richard at 679-6514 or Jim at 678-5709. You may also drop off your donations at Scotian Gold, Mon - Fri 9 am - 5 pm and receive a dollar off your next ice cream purchase! We hope you will take part by donating, volunteering, buying or just being there to join in the fun!

Coldbrook Secondary Planning Strategy - A number of CCA members have volunteered their time during the past two years to serve on a committee with county staff to develop the Coldbrook Secondary Planning Strategy. The Planning Strategy is required to help chart the course of development in Coldbrook in the coming years. Feedback from a community questionnaire outlining the wants and needs of residents has provided the committee with a direction and mandate. One of the main concernsof residents is to carefully maintain the balance between residential and commercial development in Coldbrook. Many of the people who responded to the survey cited the rural atmosphere of the community as the main reason they have chosen to live here. Implementation of the Planning Strategy, following public meetings and approval by Kings County Council, is scheduled to take place this year.

Old Coldbrook School - Zone 10 of the Native Council of Nova Scotia has acquired the school on Lovett Road from the CCA, with a proposal to renovate and transform the building into a community facility to be used by various cultural groups. The plan is to keep the image of the old school intact and bring the building back to its original condition, and be fully accessible to people with disabilities. When completed the renovations would include a main hall, a kitchen, two washrooms, a classroom,a museum component, and computers to provide free public Internet access. Zone 10 president Henry Dorey said information technology courses would be offered, along with guest speakers and other courses relating to business and economic development. Historical displays, workshops, support groups, community suppers and recreation programs for teens and seniors are some of the other activities planned for the facility, which would be open to the public at least five days a week.

Multiple Unit Development Policies - Early in 2004, a proposal was put forward from county staff to Kings County Council to alter the policy that determines how multiple unit residential dwellings can be built in county growth centres, including Coldbrook. The existing policy requires that multi-unit residential development proposals must be considered under a rezoning application and process, with strict criteria and guidelines. The proposed amendments to the Municipal Planning Strategy and Land Use Bylaw would have allowed multi-unit residential developments through development agreements instead of rezoning. Because the location restrictions for such developments had been simplified and weakened under the proposed development agreement policy, members of the CCA felt that the existing rezoning policy should be maintained. Following a number of public meetings and presentations from CCA board members and other Coldbrook and county residents, Kings County Council voted unanimously on December 6, 2005 to defeat the proposed amendments. The restriction of R4 (Residential Medium Density) developments to residential collector roads is a component of the Coldbrook Secondary Planning Strategy.

Charitable Donations - During the past year the CCA has been able to donate money to a number of local organizations and institutions:

  • $400.00 to the Coldbrook Apple Valley Seniors' Club, to help pay for members to travel to Truro for a conference involving the Federation of Senior Citizens and Pensioners of Nova Scotia;
  • $250.00 to the Coldbrook School Meals Program;
  • $250.00 to the Kings County Christian School; and
  • $333.00 to the Berwick Appledome. (This is the first of three annual donations.)
